It was noted that for item 6:1 it was Jim Hearmon who visited rather than Jim Yuill.

Police Report

PC Williams reported that there had been 49 incidents in the patrol area during August.

There no further issues raised.

Youth Issues

Bus: Owen reported that there were no problems with this service.

Youth Rep: Marsaili has said that she feels unable to do justice to this post. Paige Shepherd has said that she would be willing to join as a youth rep. RY to let her know

Youth activities: DA circulated a note of Cromarty youth activities (attached)

Friday Club: had enjoyed a Rugby coaching session. The club will be posting details of their activities on the Cromarty Live! website

Multi-sports Court: There were fundraising sales of tablet and shortbread on the ‘Restoration’ open day. Marina MacDonald (THC) will visit the group on Sept 11th to talk about fundraising.

Matters arising from previous meeting

6:4Shearings Bus Company: The bus continues to park on Shore Street. GS noted that the links car park and surrounding area has often been filled with parked vehicles – making it difficult for buses to turn.

CC members agreed to pass information on to the police if Shore St is blocked again.

11.00 Buses from Cromarty: DA reported that there had been a number of complaints about the changes to the Rapsons bus service, and that he felt the people living in outlying areas now bypassed (eg Shoremills, Jemimaville) are the most affected. DA suggested writing to the owner and company secretary for Rapsons, to the companies that provide endorsement of the Rapsons service on their website, and to the press. DA further recommended liaising with Resolis CC.

East Church/ ’Restoration’

Anne gave a special thank you to Ronald and his team for their hard work on the day, to the residents of Church street for their cooperation, and to the Stall holders and members of the public for their support

Cromarty East Church had not won the programme, but at the close of voting had the highest number of runner up votes in the series so far – which gives them a chance of getting through to the finals.

There was a request by VG for the bunting to be taken down – to prevent it from becoming damaged. RY said that the Fire service team would be able to do so shortly.

There were no planning matters that required a CC response

Highland Councillor’s Report

20 mph zone: There has been some loosening of approach from the Scottish Executive on 20mph zonation and THC is happy to use Cromarty as a pilot for this speed limit. DA did not think it would be possible to get 20mph restrictions along the Shore Road. There was discussion amongst CC members about whether changing traffic priorities would help. To be raised at John Duncan meeting.

Road signs: DA expressed the view that there is some superfluous signage around Cromarty – eg faded ‘Give Way’ sign at the end of Church St. JC noted that the Courthouse pedestrian signs also caused some confusion – with cars attempting to drive along them! To be raised at John Duncan meeting.

Waste water treatment works: DA had spoken with Jason Rose (Scottish Water Press Officer) and suggested that something should be done to mark the successful working of the waste water treatment plant. It has been suggested that the works be open on 16 September ‘Open Doors’ day, and some accompanying press coverage given.

Scottish Urban Regeneration Forum (SURF) Awards: DA suggested that Cromarty enters this – submitting the renovation of the harbour area. DA is happy to write the application.

Core paths network: DA drew CC members attention to the display on core paths - which will be in the Cromarty Centre on August 30th and the meeting on September 7th. JC noted that core path status means that the routes cannot be blocked – and makes it easier to apply for funding.

a) JN expressed disappointment that his comments on the footpath leaflet had been ignored. AS will follow this up with Susan Christie and JN.

b) Seaplane memorial: Cromarty Arts Trust is happy to help with funding once plans have been developed further. DA and RY to ask John McNaught to help to plan and design this

c) Grass at westward side of the entrance to Townlands Park: The owners would like to fence this and use the area to park their caravan. JN is happy to lease the land for them to do so, but sought CC opinion.

No School Signs: RY had received comment on the lack of school signage on Braehead.

Pedestrian Crossing: RY had received a request for a pedestrian crossing between Barkly St and Allan Square. DA suggested that the 20mph limit was likely to be the most effective approach.

Lack of Digital Reception: CC to write to the BBC to inquire whether the booster mast will be updated to overcome this problem.

Port Authority Funding: RY wondered whether the Port Authority might be able to contribute financial support to keeping the ferry running. DA commented that they would not be able to – as it is not part of their core business.

Footpath Leaflet:

JC reported that this is going well, and wondered if there would be funding for a reprint next year. VG asked if donations for the leaflets could be requested. CC members agreed to this

Sea Protection: JC noted that a high tide is expected on 9 September.

CC members agreed to request 100 sandbags from THC. These can be stored in the boat club compound. DA to request sandbags.

RY noted that the rock armour used to be above the height of the wall – and wondered whether it might be possible to add new rocks to the existing armouring.

Kirkibrae: The tender for tree clearance has been awarded - Davy Grant, Beauly – and work will begin later in the year.

Library Table: The library is to be rearranged, and so the table is once again in the way. CC members suggested asking the Episcopal Church or the West Church Hall if they would like a table. RR offered to do this.
