Chairwoman's Welcome and Apologies

Anne welcomed CCC members to the meeting. She congratulated David and Craig on their re-election and welcomed Di Agnew as the new Black Isle Ward Manager to the meeting.

Youth Issues – Paige Shepherd

Pavement by Victoria Hall

Paige advised that the paving slabs at the bus stop by Victoria Hall had still not been seen to and a number of people had complained/tripped. David advised that this has been checked by Sandy Marshall.

Di will chase this repair.

Space on School Bus

Paige said that P7 pupils from Cromarty would be attending Fortrose Academy for the first week in June. Concerns had been expressed about space on the school bus for these pupils. If they could not be accommodated, then pupils were under the impression that they had to make their travel arrangements. George advised that he thought there would be sufficient room.

Di said this was a Highland Council issue. She will check the situation and inform Anne accordingly. Anne will speak to Miss Rose.

Rubbish Bin in Victoria Park/ Play Equipment.

Paige asked if it was possible for a big rubbish bin to be sited in the park near the play area. Douglas suggested moving the bin from outside Victoria Hall.

Paige also asked about the replacement part of the play equipment. Jane advised that this should be replaced soon. Paige was asked to encourage the older children not to use it.

Townlands Park

Paige said that there was a dangerous area at the corner of Townlands Park where some work had taken place.

Anne and David will investigate this.

FBI – Jane Clunas

Jane is still waiting to know if planning permission is required for the new multi-court as it is in the Conservation Area.

Di and David are meeting with the Planning Committee this week so they will chase a response and feedback to Jane.

Police Report

PC Williams reported that there had been 33 incidents during the month which included:-

  • RTA on 27 May when 2 girls on bicycles were hit by a drink driver who appeared in court the following day.
  • 1 domestic incident in Townlands Park

PC Williams emphasised the need for everyone to wear bicycle helmets and said that he will go to the school again to give a talk on the importance of this.

He also said that there had been an increase in the number of drink and drive related incidents, which is of concern.

Matters Arising From Previous Meeting

5.1

6.1 Green Gym

Wilf confirmed that Green Gym had completed the work on Braehead on 3 May as promised. They pruned the shrubs/cleared the area and removed the rubbish. The next scheduled visit is 21 June.

Green Gym also carried out the work at South Sutor Viewpoint as requested. The issue of the trees with John Nightingale has still not been resolved.

6.2 Sheila Wickens

Anne has received a response from Imogen who is covering for Sheila whilst on maternity leave. She suggested a number of dates to give a talk to the Council on waste issues. It was agreed to invite her to attend on 29 October.

6.3 Recycling Area

Ronald has spoken to all boat owners about clearing boats from the area.

Richmond Clements from Recycling Department will be looking at the area on 29 May to look at the possibilities for re-siting the recycling bins.

6.4 Cromarty Firth Authority

Ronald advised that he has received a letter of confirmation from the CFPA that he has been accepted to represent the CCC on the Stakeholder Panel.

6.9 Finger Points

Dorothy Maxwell has written and sent photos of suggested styles for the new finger points and a map to confirm location. Wilf will confirm requirements. The Planning Department will provide the finger points but the cost of installation by TEC services will need to be met by CCC.

8. Cromarty Lighthouse

Anne wrote a letter of support to the bid by the University to purchase the lighthouse. This bid was unsuccessful and Viv advised that the lighthouse has been purchased by an "unknown individual".

9. Drainage on Ladies Walk

Anne advised that the architects will make direct contact with John Nightingale over this matter.

5.8

13.1 Cromarty Football Club

The application for support from the Common Good Fund for the provision of children’s activities on Regatta Day has been processed.

Highland Year of Culture – Anne Short

Anne gave an update on the events for Sea Cromarty Sparkle.

The brochure has been produced detailing all the events for the summer and will be distributed to each house during the coming week. Copies will be available in the library and shops.

The Community photograph will take place at 10.30 on Saturday 2 June. Anne will contact the Surgery to identify individuals who may require transport to the harbour. She asked for everyone to identify any people known to them who may require a lift and for volunteers to do this on the day. Rose Farm will provide chairs and Ronald confirmed that they could be stored in the Fire Brigade building.

The Children’s Tartan Duathlon will take place on 16 June when all participants in the bike race will wear tartan. The official opening of Sea Cromarty Sparkle will take place after that event on the Links at 2pm

Photos submitted for the "The Sea Photography" competition have been sent to Aberdeen to be judged and will be on display in the Courthouse from 1 July.

Highland Councillor’s Report

David advised that Highland Council issues should be resolved faster now that Di has been appointed to look after things at a local level in the Black Isle.

Craig said that the new Customer Relationship Management system is now in place and this will monitor the progress of issues reported and provide updates/feedback.

Di reported that there will be a Ward Forum later in the year. All Community Councils will be invited to attend this to raise/discuss general issues at local level.

Mrs Faulds – Farness Farm

Mrs Faulds has written to request the provision of a bus shelter at the end of Farness Lane where her children wait for the school bus. The matter was discussed and Di agreed to investigate the facts relating to the provision of a school bus service in this area. Anne will respond to Mrs Faulds.

Beautiful Scotland

Rachel Kerr has written to invite entries to the Beautiful Scotland competition. It was agreed that Cromarty would not submit an entry.

Highland Council

Bob Cameron has provided details of the Community Council Annual Grant which will be awarded (£890.06) and conditions which should be met. He requested an audited copy of the Annual Account for Year 2006-7 which will be provided by Viv.

SEPA

SEPA are holding a number of meetings to explain/discuss the plans for the future of water provision in the North Highlands.

Anne will attend this meeting and feedback.

MoD

The MoD will be conducting out of hours flying exercises in the area from 4 – 15 June. Details have been provided for enquiries/complaints. The poster will be displayed in the Library and Post Office.

The plans for Nigg Wind Farm were passed on circulation for all Councillors to read by next meeting when this will be an item on the agenda.

11.1

New Water Purification

Douglas said that he has received further complaints about the water. Anne has not received a response from Public Health so she will contact Kenneth Oates from Public Health Department directly.

Grass Cuttings

The council staff have been dumping the grass cuttings on Kirkie Brae by the Gaelic Chapel.

Di will speak to Sam Lowe about this.

Pathways Leaflet

Jane has received the artwork for the new leaflet and has obtained a number of quotes for printing. She will be using SpeedPrint as they have offered the best quote.

11.4

Drain Cover

The drain cover is missing from the drain outside Ian Baines’ house. There is also one missing outside The Pantry.

Anne will report to Nick Bates.

Beach Clean

The beach clean took place outside the Royal and was marred by the fact that the waste was dumped on the beach by Bobby Hogg’s shed. Ronald spoke to John Henderson about this and it has since been levelled but it will probably wash in with the tide in due course.

11.6

Food Festival

The stalls have been booked for the Food Festival on 14 July but Anne asked (on behalf of C2007) if the usual £10 charge could be waived for this event. This was agreed.

 

Anne thanked everyone for attending and for their input.
