Vice-Chair's welcome

Wilf welcomed CC members to the meeting.

Community Councillors passed on their best wishes to Anne Short, and hoped that she would soon start to feel better.

Paige Shepherd was welcomed to the meeting as the new youth representative.

Police Report

PC Williams reported that there had been 59 incidents in the patrol area during the last month. Many of these had related to the bad weather – fallen trees, flooding. The cash box from the primary school had been stolen. There had been one arrest – as a result of racial abuse of himself…

PC Williams reiterated the importance of people reporting crime.

There were no further issues raised.

Youth Issues

Links Bus Shelter: Paige reported that children were getting very cold and wet as a result of the lack of shelter on the Links.

Friday Club: D McP and Paige noted that there will be a meeting of the Friday Club in order to discuss how to continue to run the club. Paige highlighted how much she enjoyed the club – particularly the range of activities, outings and value for money.

Multi-sports Court: JC reported that 6 funding packages were being applied for – up to a cost of £82K. There are continuing negotiations with THC re in kind help for the sports court base.

5:1 Buses from Cromarty: DA and AS to meet to discuss approach to Rapsons.

7:3 Gaelic Chapel: WT noted that if a new sign were purchased it should sign to the chapel from Church Street. CC members agreed

7:7 South Sutor: WT reported that the Green Gym had made 2 visits for scrub clearance, and will return for a third to do some lopping of tree branches in order to open up views from the viewpoint.

10:1 Kirkibrae: Work has started. The contractor will be charging higher costs due to windfall of a number of trees – payment for this needs to be agreed with THC. There is also a shortfall of £3,340 – due to VAT charges not being taken into consideration by Dietrich. RR will ask funders if it is possible to increase their funding award in the light of this.

10:2 Harbour Life Buoys: These are now up. The harbour trust may also apply for funding to provide for children’s swimming lessons.

11:6 November Highland Council CC meeting: WT, VG, JC submitted topic recommendations. This meeting will be held on 1 November, but no CC members were able to attend.

11:7The Highlands Small Communities Housing Trust AGM: RY and DMcP had attended this. RY had been re-nominated as a Director of the Trust.

Both DMcP & RY expressed some concerns about the transfer of council housing stock.

The purchase of Sandilands is currently on hold, pending renegotiations

11.8 Ross and Cromarty Community Awards: VG, WT, JC submitted nominations

12:1 McFarquhars Bed Path: JC noted that the map showing selected core paths showed the whole of this route down to the shore – but that she will double check this. JC will also check what help might be available to repair the 100 steps path following storm damage.

Highland Councillor’s Report

Ross & Cromarty Flood & Wind Damage: DA reported that this had been very bad throughout Ross & Cromarty – and that repairs to the Ardullie – Dingwall road alone would cost £200K. THC would now be considering giving increased priority to for eg drain clearance in the light of this.

DA commented that THC and other agencies had worked well together to deal with the flood and wind damage.

DA requested that communities let THC know about problem areas – JC noted that the new access road at Cromarty Mains has a blocked ditch.

CC members agreed that they would put arranging a brainstorming meeting on the effect of climate change on Cromarty & District on the next CC meeting. DA recommended that THC input & advice would be helpful.

Correspondence

Bank Street Traffic Management: Jim Yuill (THC TEC services) had written to the CC asking for their favoured option for reducing the problem of large vehicles travelling along Bank St and into High St. The two options were:

  1. Changing traffic priority at the Bayview/Shore St junction to direct traffic along High St
  2. Using yellow lines to prohibit parking at the High St end of Bank St

Concern was expressed that:

    • Changing road priorities might not work
    • Yellow lines would not be enforceable
    • Painting yellow lines might lead to a demand for a similar approach in other parts of Cromarty
    • Yellow lines might lead to parking problems elsewhere in Cromarty

However a number of CC members considered that yellow lines were the only means of tackling the problem.

RY suggested that bollards might be a more effective approach.

After discussion a vote was taken with the following results:

  • In favour of yellow lines – 5
  • In favour of traffic diversion - 4

Bonfire: Concern had been expressed by the Primary School about the size of the bonfire, and proximity of cottages. RY had inspected the area, and was of the view that the bonfire would be safe.

HIE community website development day: There was no CC interest in attending this.

Fire Service implementation of National Standards of Community Engagement: These were given to RY for information.

Links Car Par Shrubs: VG asked if the Green Gym team could prune & tidy up this area. WT agreed to ask.

Street bunting: VG has this. CC members agreed that it should be stored in the Hugh Miller Institute Store Room

Cromarty Mains Septic Tank: JC reported that the households at Cromarty Mains have had various meetings with SEPA - who have said that pollution levels from the tank are low - and that emptying it 3 times a year should be fine.
